RWA - The 4th Tier of Governance

This is a compendium of a number of concept practices and strategies, primarily, to draw the attention of practitioners of community level governance.

My long association with them has helped me to pool together those experiences to contribute towards evolving a coherent vision of a 4th tier of governance.

Nevertheless, I have no pretension to have said the last word about it. Based on the premises exposed here, I hope the many more experiments would be carried out, in order to improve a citizen's experiences for a more meaningful urban life.

It also incorporates the common vision that I share with many who have been collaborating with me in carrying out studies in the area to cater to the new social order.
